Sanding rollers are a specialist type of sanding tool which uses a flap wheel. Flap wheels are traditionally used for finishing pipework and metal. These sanding flaps are good at removing rust and paint. It is possible to get flap wheel attachments for drills, but generally a specialist tool is recommended when a lot of sanding work is required.
